Dell Latitude E5430 CPU cooling fan problem [solved, sort of] using Speed Fan

Is your Dell laptop overheating, CPU fan does not seem to work? This covers the Speed Fan usage on a Dell Latitude E5430. Yes, it's a quad core, not dual core. ;-) oops. This sort of works and pulses the CPU fan, and I will probably learn more shortly.
